各位飞行员及管制员:
近期在本分部空域内多次发生飞行员未满足 VATSIM 行为守则 Code of Conduct (CoC) B8 条款要求的情况,包括但不限于:
未熟悉所使用机型的基本操作;
未进行必要航前准备,对机场、程序或空域缺乏了解;
未能及时遵守基本 ATC 指令;
在无法执行指令时未主动告知管制员;
对管制许可或安全相关指令反应迟缓或无回应。
依据 CoC B8(a)(b)(c),飞行员有责任在连接网络前确保熟练操作、了解程序并能够遵循管制指令。
根据 VATSIM 政策,管制员在飞行员不符合上述要求时:
有权通过 .wallop 指令向 VATSIM 检查员(Supervisor)汇报;且
没有义务向机组提供 CoC 及其 Companion Document 所明确要求范围外的替代指令。
此举旨在维护本区域的运行质量与飞行安全,确保所有成员都能在合理、规范、有序的环境中参与 VATSIM 网络。请各位飞行员在起飞前务必完成必要准备,严格遵守 CoC B8 各项要求。

Perfection is not required, therefore a pilot that has to go around due to a mistake or struggles to find a waypoint or requires ATC to clarify holding details are not necessarily violating this clause.
Likewise, if a pilot cannot fly to a waypoint due to outdated navigational data and requests alternative instructions from ATC, this is also acceptable.
However, pilots who are repeatedly unable to perform an approach, accept routings to navigational aids but repeatedly are unable to navigate to them, or fail to follow a suitable instruction are considered non-compliant.
ATC is expected to make reasonable accommodation for non-native speakers, legitimate mistakes, or complex airport procedures. Simplifying or slowing instructions, repeating via text or asking a pilot to confirm if they understand are reasonable first steps prior to calling a Supervisor.
完美并非必须。因此,如果飞行员因为失误而需要复飞、在寻找航路点时遇到困难、或需要空中交通管制(ATC)澄清等待程序细节,并不一定构成违规。同样,如果飞行员因导航数据陈旧而无法飞往某个航路点,并向 ATC 请求替代指令,这也是可以接受的。
然而,如果飞行员反复无法执行进近、接受了前往导航设施的航路却反复无法导航至该处、或未能执行合理的指令,则被视为不符合规范。
ATC 应当为非母语使用者、合理的失误或复杂的机场程序提供适当的协助。在呼叫检查员(Supervisor)之前,采取简化或放慢指令、通过文字重复指令、或询问飞行员是否理解,均属于合理的初步处理步骤。

B8(a)
A pilot must be familiar and proficient with the operation of their aircraft prior to connecting to the VATSIM network and shall comply with all agreed (read-back) air traffic control clearances or instructions. Where unable to do so, such as where operational safety is compromised (e.g. TCAS conflict resolution), air traffic control must be notified without delay.
飞行员必须在连接到VATSIM网络前熟悉并熟练掌握所使用的航空器,并且必须遵守所有商定好(被复述)的管制员许可和/或指令。当无法遵守或执行管制员发布的指令时(例如当安全受到威胁、TCAS等),飞行员必须立刻告知管制员。
B8(b)
Pilots who are unfamiliar with an airspace shall educate themselves by first observing operations and/or studying procedures used in that location. A pilot is expected to undergo reasonable preparation for their intended flight and potential diversions. This includes basic familiarization with arrival/departure airports, departure/arrival procedures, and their planned route. Pilots shall familiarize themselves with airspace structure to prevent infringement of controlled or restricted airspace. Pilots should select aircraft that are capable of utilizing intended airports.
不熟悉空域的飞行员应首先观察该空域的操作和/或学习所使用的程序,以了解相关知识。飞行员应当对其所计划的飞行进行适当的航前准备工作,并且需要针对该段飞行中可能会出现的突发状况(包括但不限于:备降,盘旋等待,空中改航,执行偏置)做出预案。航前准备应包括熟悉起、降机场的环境,所涉及机场的进、离场程序,以及该段飞行所计划的航路。飞行员必须熟悉该段飞行所涉及(途径)的空域及其结构,以避免入侵管制空域或限制区。飞行员应选择能够在计划起落机场飞行的航空器。
B8(c)
A pilot shall be expected to promptly comply with basic air traffic control instructions that are applicable to their flight rules. These include:
(1) Holding position on the ground at an airport
(2) Flying a speed, heading, altitude or flight level
(3) Approach to land, either visually or flying an accepted instrument approach procedure
(4) When IFR, fly a cleared route by use of navigation aids / waypoints and fly to unplanned navigational aids / waypoints when instructed
(5) When IFR, fly a holding pattern
飞行员必须及时遵守适用于其飞行规则的基本管制指令。这些指令包括:
(1) 在机场地面停止移动并进行等待。
(2) 以指定速度/航向/高度(层)飞行。
(3) 以目视或沿被许可的仪表飞行程序进近并着陆
(4) 在仪表飞行规则下,使用导航设施/导航点沿被许可的航路飞行,或在被要求时飞往计划外的导航设施/导航点。
(5) 在仪表飞行规则下,执行等待程序。
